Error BE0036: The FIPS validated cryptographic algorithms policy appears to be enabled

The FIPS validated cryptographic algorithms policy appears to be enabled preventing MD5 hashes from being computed for the topic filenames.

If disabling the FIPS policy is not an option, change the project's Naming Method property to either Member Name or Hashed Member Name which do not rely on the MD5 hashing algorithm.
